CARICOM’s Electronic Advance Passenger Information System (eAPIS) portal closed on 30 September 2026. From 1 October, passenger and crew manifests for flights to and from participating Caribbean states must be submitted through the new Manifest Data Exchange (MDEX) portal, run by the CARICOM Implementation Agency for Crime and Security (IMPACS).
The obligation to send the data hasn’t changed. Only the system receiving it has.
What operators need to do
If you submitted through the eAPIS portal, register for MDEX now. Existing eAPIS accounts don’t transfer automatically, so you’ll need a new account before your next submission. Make sure everyone responsible for filing manifests understands the new process. Register at carimdex.org. IMPACS support: apis-support@impacsjrcc.org or +1 246 538 7900.
If you send data through ARINC or SITA, IMPACS has confirmed you are not affected.
If you send data through the eAPIS web services, they stay operational until 31 December 2026. After that, submissions must use the MDEX RESTful APIs, so plan the switch now rather than in December.
If you’re a PNRGOV customer, nothing changes today. Your data keeps flowing through the existing connection, and we’ll move it to the MDEX REST API before the web services close on 31 December. We’ll be in touch ahead of the switch, and there’s nothing you need to change on your side.
Why the separation matters
Government passenger-data systems change over time. When that happens, airlines with direct integrations have to update those connections themselves, often on the government’s timetable.
PNRGOV sits between an airline’s Passenger Service System (PSS), Departure Control System (DCS) or other operational systems and the receiving authorities. It validates, transforms and routes passenger data to meet each destination’s requirements.
When a government changes its interface, as CARICOM is doing with the move to REST, the government-facing connection is changed within PNRGOV while the airline’s own systems and processes stay the same.
