Switzerland PNR requirements for airlines

Switzerland’s new Passenger Name Record (PNR) legislation enters into force on 1 November 2026, and its Passenger Information Unit (PIU) begins operations on 1 February 2027. Airlines flying to or from Switzerland will need to add it to the API, PNR and border reporting obligations they already manage.


What is changing

PNR data is created when a passenger books and can include their itinerary and other information associated with the reservation. Under the new system, airlines will send PNR data for international flights to and from Switzerland to the Swiss PIU. Authorised Swiss authorities will use it to prevent, detect and investigate terrorism and other serious crime.


A phased rollout

The PIU won’t be at full capacity on 1 February. The Swiss government says the number of connected routes and the volume of data processed will increase progressively.

For airlines, that means understanding not only the new requirements, but which of their flights are affected and from when. Carriers will need to confirm onboarding and route connection details as implementation progresses.


Decoupling airline IT from government requirements

Switzerland joins a growing list of countries with their own passenger-data programmes. International standards provide a common basis, but individual governments still set their own transmission schedules, validation rules and technical interfaces.

For an airline serving multiple countries, each new programme can mean another integration or configuration to manage.
